This is a guideline for "ghost" Gregory should this AU be used in a plot and people need to refer to what he can or cannot do. This AU pulls from various concepts and ideas of spirits and isn't locked to one view.
When Gregory passed away, his spirit manifested in the courthouse where he had died after he was channeled by Misty Fey. He willed himself to stay among the living, because his spirit wasn't ready to pass on. He basically had a strong sense that he left things unfinished and hasn't accepted that he needed to move on.
Since this was his decision, he has to come to terms with himself before he can finally "move on". The other way for him to pass on is that he could be exorcised and forced to leave that way, so any strong source of holy power within his vicinity can agitate his spirit.
He movements are not limited to the courthouse, he can haunt any place he has been to when he was alive (Courthouse, his home, his office, Dansweets gallery, etc). If he wanders too far from someplace familiar, he simply reappears back in the location or a new one, depending on where he wants to go. Bascially each location is treated like a "room" with invisible doors he wanders through to get there.
Three Spiritual Stages
First stage - To a normal person with no spiritual connections, they won't sense Gregory's presence at all. The room might feel a little colder than usual to them if he's occupying it, especially if Greg focuses all his spiritual energy in one spot.
Second stage - Someone that is sensitive to spirits can sense Greg's presence and might be able to communicate with him. Though there is no physical form at this level.
Third stage - Generally reserved to spirit mediums or unnatural/immortal beings. Any sort of phenomena that would make a ghost take shape to a person works too. Greg can be seen with a form though it's kind of a wispy figure. Since it's not a physical form, people can walk through him. He wears his trademark trenchcoat and fedora over his suit that carries the bullet wound of his death.
Other things he could do is mess with any sort of object with electricity running through it, whether intentionally or not. Make lights flicker, phones ring, you name it and he'll probably be able to manipulate it.
